You can see this new item in right-bottom side of main page(http://hbti.ac.in). Go through the infomration provided there.
It can be useful for if you are going to join the institute or if you are already in institue and not in first year ;-)
Page describes about the punishments and then there are several notices like 'Notice to Wardens and Students','Student Guardians and Teacher Guardians Notice' & some more info like 'What is ragging?' and 'Anti ragging Committee'.

Admission Notice:
There are some admission notices for Phd and MTech listed on main page(http://hbti.ac.in).Other than this there is MTech waiting list information given also on main page. There is also a list of students which got registered for year 2007.

I guess this is detailed information of institute in form of a declaration. It is useful for students who want to get information about HBTI Kanpur for admissions and can also be very useful for Companies which may want to visit Institute for campus interview. It is a PDF document of 206 pages which gives information of almost every aspect of HBTI kanpur.

Student Attendance Management System:
There is Student attendance management system link in left side menu of Main page which lands on http://lucknowinfo.com/hbti/index.aspx, probably this system is hosted by this company(don't get confused with website name http://lucknowinfo.com, it is software firm having number of government projects).
Kudos for the great effort to use technology for sharing information among faculty and guardians. There is also guidelines for using this system(http://www.hbti.ac.in/attendancemanagement.pdf)

Fee Structure :
Although this is mentioned in Mandatory Disclosure 2007 already and also some places realted to admissions but I made this as a seperate point so that people from previous years can campare the current fee structure with what they spent in doing engineering :-)
